Joel Finlay

Olympian, Rowing

An Olympic Rower, Joel has more than 30 years of distinguished experience in the sport, recreation, and health sectors in Canada and overseas.
Joel brings strategic business planning and insight on the administrative structures of government and non-government organizations, as well as major international sporting events for those that wish to pursue their post- athletic careers in those sectors. During his career, he has also served on the Boards of a) Rowing Canada; b) Olympians Canada; c) Canadian Public Health Association; and d) the Canadian Cancer Society (BC Chapter).
Joel is now semi-retired from KPMG LLP, which he joined following a successful career in the public service that included senior management positions with the Federal Government (Health Canada) and the Government of Canada’s International Development Research Centre.
His sport sector work has focused on: a) the interdependencies between major sport event operations and event-related infrastructure; b) the development of legacy business plans for multi-use sport and recreation facilities and venues; and c) providing independent budget analysis for major sports events. Joel has worked on aspects of several major several international games.
Joel’s health sector experience includes the development and management of national public health policies and programs in Canada and developing countries. He has worked extensively in the health sector in Canada, at both the provincial and federal levels, and internationally, having worked in Cambodia, Tanzania, Zambia, Malawi, Jamaica, Trinidad and Tobago, and the Philippines.
He holds a master’s degree (public policy and program management) from Harvard University and a BA (Hons) in Geography from Brock University. He has also undertaken graduate studies in International Affairs at Carleton University.
